Dear Mr. Counsil:

RCaruso By letter dated Macch 19, 1981, you requested an exemption to 10 CFR 50, Appendix R, Item III.0 for the Haddam Neck Plant. This exemption would remove the seismic requirements for an oil collection system for the Reactor Coolant Pumps (RCP) based on the ability of the installed RCP i

lube oil system to withstand a safe shutdown earthquake. Therefore.

you assert that a seismically qualified oil collection system would not enhance fire protection safety at the Haddam Neck Plant.

We have found that your request provides a sound technical basis warranting further staff review. The schedule requirements for this item are, there-fore, suspended in accordance with 10 CFR 50.48(c)(6) until final Comission action on this request.

l Your request for exemption from the provisions of 10 CFR 50.48(c)(5) regard-1 ing the submittal of your plans and schedules for complying with 10 CFR 50, Appendix R. Items III.G and III.L is under review and will be the subject I

of separate correspondence.
