Apg 10 1981 Cocket Nos.: 50-329/330 OM, OL Mr. J. W. Cook Vice President Consumers Power Company 1945 West Parnall Road Jackson, Michigan 49201 Dear Mr. Cooke

SUBJECT:

TELECONS OF APRIL 6 & 7, 1981 REGARDING PERMANENT DE'iATERING This will document the telephone discussions of April 6, 1981 between Mr. G. Keelev and yourself with Messrs. Hood, Kane and Gonzales of the documents a follow-uo call on April 7,1981 NRR staff.

involving Mr. Xeeley and Bechte' personnel. These discussions were in response to your incuiry in a Maren 23, 1981 letter as to whether concurrence mignt be acnieved in a timely manner regarding proceeding Our understanding is that the permanent with permanent plant dewatering.

back-up interce:: tor wells designated B-1 through 3-20 (Figure 47-11 in Plant Fill") would be installed

" Responses to NRC Requests Regarding in accordance with respcnses to requests Za, 42, and 47 in pre::aration for installing the remedial supporting wall beneath the overhang portion of the Service Water Intake Structure.

During the discussion on April 6,1981, the staff members identified the following four conditions which would permit attainment of this concurrence:

The installation activities of the back-up wells should be Q-listed.

1.

Consumers should comit to an acceptable testing standard for deternining 2.

the total matter in the discharge waters.

Consumers should submit for NRC approval the procedure it will 3.

require in the field during installation which will provide assurance that foundation materials finer than the gradations of Figure 47-12 l

l are not present in the depth interval of the filter pack for each The staff noted that it wouid not accept a procedure that I

uses bailer samples of drill cuttings for determining the gradation, of soils within the depth interval of the filter pack.

" 4 With respect to the response an page 47-11, Consumers should comit to estimate the soil volume loss during the develcpment of each well based on the field data (e.g., pumping rates, time in developing well, measurement of total matter) to be recorded by the dewatering subcontractor.

In addition to the above conditions, the staff expressed concern whether tne proposed depths of the back-up wells as reflected by Table 47-2 would be adequate for construction dewatering when installing the supporting wall at the Service Water Intake Structure. While the staff has not yet received the changed remedial design for the Service Water Intake Structure, this concern results from the CH series of bcrings from wnich the elevation for the top of comoetent till is indicated to be quite close to the proposed bottom elevation of the back-up wells.

Mr. Keeley stated that an April 3,1981 letter with further details would be delivered to NRC on April 7,1981 and that a follow-up call on April 7,1981 would be made by Mr. Keeley and Bechtel personnel. This subsequent call is documented by Enclosure 1.

As can be seen from Enclosure 1, resolutien of this matter is on-going.

Should you have questions regarding these telecons, contact Messrs. R. Gonzales, J. Kane or our Project Manager.

Sincerely, E c.

RECORD OF TELEPHONE CONVERSATION DATE: Acril 7,1981, 2:00 a.m.

PROJECT: Midland RECORDED BY:

J. Kane CLIENT:

TALKED WITH:

G. Keeley A. Boos 0F Consumers Power Co. & Bechtel B. Paris N. Swanberg R. Gonzales, NRC ROUTE TO:

INFORMATION G. Lear L. Heller D. Hood W. Paton R. Gonzales J. Kane N. Gehring, COE MAIN SUBJECT OF CALL: Permanent Plant Dewatering (Refer to J. W. Cock's letters of March 23, 1981 and Acril 3,1981 and Memorandum Draft, Lear to Miraglia dated April 6,1981).

ITEMS DISCUSSED:

1.

Q-listing of back-up well installation - CPCo proposes to send to NRC the Tech Spec whien controls work of Loughney, the dewatering Subcontractor.

HGEB will review and coordinate with I&E to decide if this document is l

equivalent to Q-listing. Further action required. (J. Kane to also check with John Gilray, QAB).

2.

Acceptable test standard for determining total waterborne matter of discharge water. - B. Paris to provide test standard (believed to be Public Health Administration) which is basis for their response on testing for ppn. HGEB needs to review.

3.

Procedure for testing for finer material in filter pack depth interval.

- B. Paris to provide gradations, boring nos., sample nos. of materials tested in innediate area of SW structure where filter pack will be installed. GES to review and determi e if the extnt of testing and sampling which was completed is sufficient to eliminate the need for requested procedure. Discussions were held on what NRC feels is needed.

J. Kane suggested every fourth well (approx.100' length) be sampled and gradations established for the depth interval where filter pack will be placed.

l

. 4 Estimate of soil volume loss during well development. - 3. Paris indicated the practical problems whicn develoo in attempting to estimate soil volume loss during development.

(Flow not uniform nor collected wnile surging). Bechtel to consider what can be done (e.g., measure accumulation of material in well before and during surging, record time required to develop well, " ball park" estimates of volume loss) and get back to NRC.

5.

Adequacy of back-uo well depths for construction dewatering. - 8. Pa.ri s to recheck depth of proposed wells to accommodate construction dewatering recuirements for underpinning work at Service Water Structure. No act1.n by NRC required.

6.

Changes by CPCo to their responses to requests 24, 42 and 47.

- Refer to J. W. Cook's letter of April 3,1981, pg. 2, second paragrapn. Exceptions indicated by CPCo., nos.1, 2 and 5 are acceptable to HGES. HGE3 still requires water circulation during filter pack placement (which rejects exception no. 3) and development by surging.

B. Paris to provide reference and discussion on surging procedure change (this is exception no. 4) tnat uses jet eductors instead of surge block. NRC staff to review and comment on this requested change in development of well.
