TELECONS OF APRIL 6 & 7, 1981 REGARDING PERMANENT DEWATERING This will document the telephone discussions of April 6, 1981 between Mr. G. Keeley and yourself with Messrs. Hood, Xane and Gonzales of the NRR staff. Enclosure 1 documents a follow-up call on April 7,1981 involving Mr. Keeley and Bechtel personnel. These discussions were in response to your inquiry in a March 23, 1981 letter as to whether concurrence might be acnieved in a timely manner regarding preceeding with permanent plant dewatering. Our understanding is that the permanent back-up interceptor wells designated B-1 through B-20 (Figure 47-11 in

" Responses to NRC Requests Regarding Plant Fill") would be installed in accordance with res;;cnses to requests 24, 42, and 47 in precaration for installing the remedial supporting wall beneath the overhang portion of the Service Water Intake Structure.

During the discussion on April 6,1981, the staff members identified the following four conditions which would permit attainment of this concurrence:

1.

The int,tallation activities of the back-up wells should be Q-listed.

2.

Consumers should coumit to an acceptable testing standard for determining the total matter in the discharge waters.

3.

Consumers should submit for NRC approval the procedure it will require in the field during installation which will provide asmrance that foundation materials finer than the gradations of Figure T-12 are not present in the depth interval of the filter pack for each well. The staff noted that it would not accept a procedure that uses t iler samples of drill cuttings for determining the gradation of so ls within the depth interval of the filter pack.

APR 10 1981 4 With respect to the respcase an page 47-11, Consumers should cecr: lit to estimate the soil volume loss during the development of each well based on the field data (e.g., pumping rates, time in developing well, measurement of total matter) to be recorded by the dewatering subcontractor.

In addition to the above conditions, the staff expressed concern whether the proposed depths of the back-up wells as reflected by Table 47-2 would be adequate for construction dewatering when installing the supporting wall at the Service Water Intake Structure. While the staff has not yet received the changed recedial design for the Service Water Intake Structure, this concern results from the CH series of borings from which the elevation for the top of ccepetent till is indicated to be quite cicse to the proposed bottom elevation of the back-up wells.

Mr. Keeley stated that an April 3,1981 letter with further details would be delivered to NRC on April 7,1981 and that a follow-uo call on April 7,1981 would be made by Mr. Keeley and Bechtel personnel. This subsequent call is docur.ented by Enclosure 1.

As can be seen from Er.-losure 1, resolution of this matter is on-going.
