This refers to the telephone discussion between Messrs. Shimshak, Schafer and Goodman of your staff and Messrs. Paperiello, Axel;on and Patterson of this office on April 13, 1981, and to your April 6, 1981, letter (LAC-7455) to this office regarding the implementation of your Emergency Preparedness Plan. As you are aware, your failure to implement this plan by Ap:-il 1, 1981, is in noncompliance with 10 CFR 50.54(s)(2). This violation and our appropriate enforcement action will be addressed in our upcoming appraisal of your program.
As a result of the telephone discussion, it is our understanding that you will implement your Emergency Preparedness Plan as followa:
1.
The Emergency Preparedness Plan submitted to the NRC on April 2, 1981, and associated procedures will be implemented by May 1, 1981.
2.
Training required for plan implementation will be completed by May 1, 1981.
3.
Procedures for implementing the Emergency Preparedness Plan will be sub-mitted to Region III by May 1, 1981.
