Gentlemen:

This refers to the routine inspection conducted by Mr. J. Schapker on

January 21-23, 1981, and the inspection conducted by Messrs. R. B. Landsman

and J. Schapker of this office on January 28-30, 1981, of activities at the

Perry Nuclear Plant Project, Units 1 and 2, authorized by NRC Construction

Permits No. CPPR-148 and No. CPPR-149 and to the discussion of our findings

with Mr. M. R. Edelman and others.of your staff at the conclusion of the

inspection, and to a subsequent telephone discussion between Mr. Landsman

and Mr. Edelman on February 26, 1981.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a' selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities ~ appeared to be in non-

compliance with NRC requirements, as described in the enclosed Appendix A,

and a written response is required. The significance of the noncompliance

item is in its repetitiveness rather than in the actual finding.

In

responding to this item, please describe the actions taken or planned to

assure that all inspection personnel (current and future) at the Perry site

are properly certified in accordance with NRC requirements.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part'2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your resp'onse to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

.your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhu d

such information from public disclosure. The application must include a fuil

statement of the reasons for which the.information is considered proprietary,

and should be prepared so that proprietary information identified in the

application is contained in an enclosure to the application.
