b APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Baltimore, Maryland 21203 License No. DPR-53 Docket No.
50-317 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Calvert Cliffs Nuclear Power Plant, Lusby, Maryland, of activities authorized by HRC License No. OPR-53.
During this inspection conducted on October 27-29, 1980, the following item of noncompliance was identified.
A.
10 CFR 50, Appendix B, Criterion V, states, in part, " Activities affecting quality shall be prescribed by docunented instructions, procedures, or drawings, of a type appropriate to the circumstances and... shall include appropriate quantitative or qualitative acceptance criteria...".
The Calvert Cliffs Technical Specifications, Section 6.8.1, states, in part, " Written procedures should be established, implemented and maintained covering the activities referenced below.
(a ) The applicable procedures recommended in Appendix "A of R2gulatory Guide 1.33, November,1972.
j (b) Refueling opera tions...".
QAP 14, Section 5.1, Control of Maintenance, states, in part, "fbintenance that can affect the performance of Safety-Relatea structures, systems, or components must be properly pre-planned cnd performed in accordance with written Procedures, (Maintenance Procedures, Functional Test Procedures),
documented instructions or Naintenance Requests.
Such maintenance includes Preventive flaintenance, Corrective Maintenance and modifications...".
Contrary to the above, on October 28, 1980, steam generator No. 11, level transmitter ILT-1113C was isolated from the process instrument lines and.
had temporary tygon tubing, connected to the transmitter drain line, running to the steam generator.
This activity was performed without written Maintenance Procedures and was not accomplished through the Main-l tenance Request system.
