REPLY TO APPENDIX A OF NRC INSPECTION REPORT 50-317/80-20; 50-318/80-17 Although the status of the instrument in question was documented in a maintenance shop outage work package, and the work had been a scheduled outage task; no approved procedure controlled the activity. The following corrective steps have been taken:

1.

A Maintenance Request (MR) has been written to record the status of 1-LT-1113C and 1-LT-1123C. The latter instrument installation had Tygon tubing attached to provide Steam Generator #12 wide range level indication.

2.

A review of outage jobs has been conducted to determine other areas where compliance to written procedures may be lacking.

The folowing items resutted:

a.

Sample point fittings acced to two (2) other Steam Generator Level instruments for use during the current outage have been recorded on the same MR as in Item 1 above.

b.

All Steam Generator and Feedwater System differential pressure transmitters (12 total) which were removed from service for their protection during the outage are recorded in that condition on another MR.

None of the isolated instruments are required for plant operation in a cold shutdown mode and, in fact, they are not useful to plant operators in cold conditions, as they are not calibrated for those conditions.

3.

A review of instrument maintenance unit activities during other modes of plant operations revealed no activities which are not controlled in accordance with written procedures.

4 Appropriate plant supervisors have been made aware of the circumstances associated with this item of noncompliance, and have been instructed to control such maintenance activities it :he future in accordance with existing approved procedures.

Since the activities lacking technical procedural control have been found to be in the limited areas of maintenance unit support of plant operation during outage conditions, the actions stated are deemed sufficient to preclude recurrence of further items of noncompliance. All necessary procedures are in effect, so that full compliance exists as of this date.
