On February 10, 1981 members of the staff met with representatives of GPC to discuss the impact " our recent ORDERS on the licensee's pro-gram to resolve the MK I Containment Long Term Program for Hatch Nuclear Plant Units Nos. 1 and 2.

Following is a summary of the meeti ng.

The licensee stated that the ORDER'S for completion of the MK I modi-fication mandated completion dates consistent with his pro-posed schedule as submitted by letter dated August 7,1980. However, the fomalization of the licensee's proposed schedule by ORDER could result in unnecessary shutdowns of the Hatch 1/2 Units. The licensee's proposed schedule was based on an assumed capacity factor of 80% for each unit; i.e., each unit would operate until 1982 at 100% Tower for 80% of the scheduled operating time (considering planned refueling /

maintenance outages).

Using this assumption the Hatch Units could meet the Order's deadline with the following grace periods:

Hatch 1 9 days Hatch 2 -13 days The licensee stated that experience would indicate that that 2 Units would average such a capacity factor (provided there are no extended forced shutdowns); further, experience would also indicate that the planned capacity factor is not identical for each Unit.

For example, one unit may achieve 86% capacity while the other might achieve 74%.

In this situation one of the Units might be required to shutdown for 2 extended outages (within a short period of time) unnecessarily; i.e., a Unit may be required to shutdown for 3 months to affect MK I modifications, resume operation for a relatively short period of time to attain appropriate fuel burnup for the next cycle, and then shutdown again for approximately 2-3 months for refueling operations. The licensee requested the staff's opinion as to whether a 60 day extension to the Orders completion dates would be favorably considered if he were to submit such a request.

The licensee also expressed concern over the text of the Orders that referred to the requirement to assess the suppression pool hydrodynamic loads in accordance w th NEDC-21888 and NED0-24583-1 and the acceptance i

criteria contained in Appendix A to NUREG-0661. This mandated position which includes references to specific versions of the ASME Codes might be in conflict with 50 CFR 50.55 for the purchase of equipment.

The Director, DL advised the licensee as follows:
