20555 NRC DOCKETS 50-321 AND 50-366 OPERATING LICENSES DPR-57 AND NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1 AND 2 MARK I CONTAINMENT PROGRAM Gentlemen:

Your letter of October 1,1979, (Reference 1) requested that each licensee commit, on behalf of the Mark I Owners Group as a whole, to perform additional confirmatory cuadensation oscillation tests in the Full-Scale Test Facility (FSTF). Georgia Power Company hereby commits to the additional testing as outlined in General Electric's letter dated November 30, 1979, (Reference 3).

Your letter of October 31, 197'9, (Reference 2) requested that Georgia Power company provide a schedule for submittal of the Long-Term Program Plant Unique Analysis for Plant Hatch. However, several of the NRC specifications in the Acceptance Criteria provided with the October 31, 1979, letter represent significant differences from the Mark I Containment Load Definition Report (LDR) and are inconsistent with the technical information provided by the Mark I program. The specific NRC criteria of concern are addressed in General Electric's letter dated November 30, 1979, (Reference 3).

Further consideration of these specific criteria by the NRC will be pursued through the Mark I Owners Group.

Because the Plant Unique Analysis depends in part on final resolution of all acceptance critiera, the schedule for submittal of the Plant Unique Analysis wi:1 be provided following final ~ resolution of the above concerns.

Yours very truly, R. J. Kelly JAB /mb 1502 279 Attachment xt: Ruble A. Thomas j
