Fort Saint Vrain Unit No.1 Moisture Monitor Injection Tests

Dear Mr. Miller:

Per our discussion on site during the ACRS Meeting, I indicated that we would research the establishment of the 70% power restraint with regard to the moisture monitor response tests as we felt that the test at 70% was established based on a PSC request.

We have researched the matter, and in fact it appears that the test which was originally scheduled to be done at 100% power was moved to 70% power based on a PSC request. This request (P-78092) was forwarded to Mr. R. P. Denise on June 2,1978, and provided justification for conducting the tests at 70% power rather than 1005 power.

Our request was subsequently approved in a July 25, 1978 letter forwarded by Thenis P. Spies.

On the basis of this correspondence, we do not feel that this should have been established as a 70% restraint as such.

We would request, therefore, that this time be removed as a 70%

restraint.

It is still our intent to conduct this test as soon as reactor conditions per=1t, and if possible we would hope to conduct the test prior to the rise to power above 70%. If this cannot be accomplished we would intend to conduct the test at some convenient power level on the rise to power assuming that we obtain a release to test above 70% power.

Mr. Jim Miller P-8230 Although we feel that we vill be in a position to conduct the test in the immediate future, removal of the item as 70% restraint would alleviate the various submittals and administrative matters that may be associated with the release to test above 70% power.
