STATE Or iCHlGAN WATER RESOURCES COMMISSION STATEMENT OF POSITION MADE IN BEHALF Of fHE COMMISSION ON OPERATION OF A HIGH POWER DENSITY BOILING WATER NUCLEAR RE-ACTOR BY CONSUMERS POWER COMPANY AT BIG ROCK POINT, MICHIGAN.
it is the duty of the Water Resources _ Commission under Act 245, Public Acts of 1929, as amendea by Act 117, Public Acts of 1949, to protect and cor, serve the water resources of the state and to prohibit the pollutio, of any waters of the state and. the Great Lakes.
The discharge of' liquid wastes to Lake Michigan of f Big Rock Point from the operation of the nuclear reactor constitutes a new use of the waters of the state for waste disposal purposes as defined under the above statute.
Consumers Power Company has fi ed a wri tten statement with the Commission setting forth the proposed point of discharge of the wastes, the estimated amount to be discharged and a fair statement
' of the expected radioactive content and other characteristics of the I
wastes.
Procedures under the Water Resources Act which involved the l'
formulation of an Order of Determination and its adoption by the Com-mission establishing '.uch requirements on the' control, treatment and disposal of wastes as are deemed necessary to guard against unlawful pollution have been completed.
The complete Order is attached as a part of this statement.
The Commission and i ts employed staf f have established a coopera-tive working relationship with representatives of the Company in the
. development of the waste disposal phases of this proj ect.
