STATEMENT OF POSILON VIITH REFERENCE TO TIE APPLICATION OF TIE CONSU!iERS PO?ER C01PA!TY, JACKSON, MICHIGAN FOR A PROVISIONAL OPERATING LICENSE FOR TIE NUCLEAR FACILITY ~
LOCATED AT BIG ROCK POINT,-CHARLEVOIX, MICHIGAN The State Health Commissioner is charged by statute to protect the people of the State from all sources of preventable disease. All forms and uses of ioni::ing radiation have specific disease potential, and the operation of an atomic reactor presents definitive possibilities as a source of disease either on an individual or endemic basis.
4 It is our opinion
the operation of the reactor under consideration can
-be accomplished without compromising the health interests of the people by close adherence to. current health and safety standards as set forth in Handbook 69 of the U. S. Bureau of Standards and with specific reference to the following limit-ations.
A.
The maximum level of gaseous waste discharge to the atmosphere shall be such that the radiation dose to any individual in the plant environs shall not exceed 0.5 rem in any one year.
B.
The air concentration in the uncontrolled plant environs shall not exceed 1/10 of the limits set forth in Bureau of Standards Handbook 69 for 168 hour0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> week under the following conditions.

i-The Consumers Power Company has assured us that the' Big Rock Point reactor
. will be operated in such.a. manner that the concentration of radionuclides will
- not exceed -the abcVe specifications and limitations. We request the Atomic Energy Commission t_ secure further assurances from the applicant that such health and safety standards shall be observed in.the operation of the Big Rock Point plant.
We further deem it essential that:

The applicant shall institute an environmental progra Lwhich will provide a means of satisfactory control and evidence that the limits as stated above are not exceeded nor that the control 1:
limits to be established for gaseous effluents in stack discharges j

The applicant. shall institute health and safety programs to prevent in-plant exposures to sources of ionizing radiation or i

working within the controlled area and that legal and medical records be maintained toward this objective.
The Consumers Power Company informs us that they will meet these specifica-tions as outlined in A and B above.
