Gentlemen:
In our letter to you dated December 23, 1980, we informed you of new information from the inspection of the Low Pressure Turbine discs at Farley, Unit I which could have relevance to the North Anna Turbine Missile Issue.
This information had been received on an informal basis.
We have now received the licensee's formal submittal of the test results for the Farley, Unit 1 turbine inspection. This submittal lists all of the identifiet' cracks, describes the ultrasonic techniques used, and has several tables,sith calculations for reinspection or inspection times.
It should be noted that the numbers appearing in these tables regarding inspection times were neither calculated nor have they been verified by the NRC staff at this time. This submittal was enclosed in a letter from F. L. Clayton, Jr., Senior Vice President of Alabama Power Company to Steven A. Yarga, Chief, Operating Reactors Branch No. 1, dated January 12, 1981, in which the Staff was advised that the licensee is in the process of installing in Farley, Unit 1 two new LP Turbine Rotors (originally intended for the Carolina Power and Light Shearon Harris Plant) that were obtained through Westinghouse. A copy of this letter and the enclosure are attached for your information.
Also attached is a preliminary notification issued by the Office of Inspection and Enforcement dated January 15, 1981. The preliminary notification relates to information being generated by the ultrasonic testing performed by Virginia Electric Power Company on the turbines in the North Anna Unit 1 facility. As noted in the preliminary notification, the information presented is as initially received without verification or evaluation by t'ie NRC Staff.

20555 JOSEPH M. FARLEY NUCLEAR PLANT - UNIT 1 1.0W PRESSURE (LP) TURSINE DISC INSPECTION RESULTS
Dear Mr. Varga:
In response to your letter of January 5,1981 the results of the LP Turoine Disc inspection recently conducted at the Farley Nuclear Plant are submitted as Enclosure (1).
All discs on LP Rotor 1 and LP Rotor 2 were inspected using ultrasonic techniques developed by Westinghouse specifically for this application.
During the inspection, cracks were discovered in some discs; the size and location of which are given in Enclosure (1).
The aspect ratio of the cracks cannot be determined by ultrasonic techniques because the axial depth (or length) of the crack cannot be measured; therefore, we are unable to provide this information.
Alabama Power Company is in the process of installing in Farley Nuclear Plant Unit 1 two new LP Turbine Rotors (originally intended for the Carolina Power and Light Shearon Harris Plant) that were obtained through Westinghouse. The discs in the new rotors are the same Westinghouse B87.81 design as the existing Farley Nuclear Plant Unit 1 discs. These new rotors have been evaluated using the present-NRC crack growth rate formulas and were found to meet service life requirements for cycle 3 for Farley Nuclear Plant Unit 1.
The results of these calculations are included in Enclosure (1), Table 2.
The detailed computer printout giving disc material properties, bore stress data, critical crack size, crack growth rates, etc., as calculated by Westinghouse, will be submitted in the near future.

This refurbishment will include replacement of discs 1, 2, and 3 with the Westinghouse
" Key-Plate Cesign" disc. Alabama Power Company plans to install the refurcished rotors in the Unit I turbine at the next refueling outage.
