Dear Mr. Murphy:

RE: RII:BC 50-348/80-32 50-364/80-43 This letter is to respond to the infraction identified in the subject inspection report which states:

"As required by Criterion V of Appendix B to 10 CFR 50 and implemented by paragraph 17.1.5 of the FSAR, " Activities affecting quality shall be prescribed by documented instructions, procedures....

Instructions, procedures... shall include appropriate.... acceptance criteria for determining that important activities have been satisfactorily accom-plished."

Contrary to the above, on October 14, 1980, the procedures for the control of PSI /ISI (FNP-0-AP-57, revision 1 and "Preservice Inspection Program" procedures) were inadequate to insure proper evaluation and disposition of NDE inspection results, resulting in the licensee re-porting by letter dated September 22, 1980 that all PSI indications in class 1 and 2 components had been dispositioned when in fact NDE indi-cations in 17 welds / components had not been dispositioned in writing."

RESPONSE

Alabama Power Company has examined the Unit 2 PSI Program relative to the information contained in my letter dated September 22, 1980 on this subject.

. M Mr. C. E. Murphy Page 2 December 29, 1980 information was a breakdown in the formality of communications between the parties involved during the PSI evaluation and disposition phase. All parties involved have taken remedial action to assure a much higher per-J formance level in future inspection activities. We appreciate the NRC's need for accurate technical information and have taken the following steps to insure the accuracy of future inservice inspection information furnished to the NRC:

(1) Corrective steps which have been taken by you and the results achieved.

Response

Alabama Power has developed a new "NDE Indication Evaluation Report" form to document the individual steps of assessing and evaluating recorded indications. This form was successfully used during the recent ISI on I nit 1.

Recordable indications were assessed by our ISI contre.ctor before his personnel left_the site. Our procedure for the control of PSI /ISI, FNP-0-AP-57, is in the process of being revised to provide increased guidance for proper formalized evaluation and dispositioning of NDE results.

(2) Corrective steps which will be taken to avoid further non-compliance.

Response

Alabama Power will utilize the new NDE evaluation report form and FNP-0-AP-57 will be revised to assure proper evaluation and dispositioning is performed. Our ISI contractor has issued instructions to have the reactor pressure vessel tool remain on the job site until all recordable indications pertaining to the i

RPV or its appurtenances has been assessed. The contractor is also in the process of updating his operating procedures and will issue them to Alabama Power Company for comment during the first quarter of 1981. Southern Services has procedures under preparation covering PSI /ISI activities assigned to them. These-procedures are scheduled to be finalized during-the first quarter of 1981.

(3) The date when full compliance will be achieved.

Response

Alabama Power's FNP-0-AP-57 will be revised and issued for use by February 1, 1981.
