Dear Mr. Cavanaugh:

We have reviewed your responses by letters dated July 27, July 12 and November 29, 1979 to our letter dated May 25, 1979, IE Bulletin 79-13, and IE Bulletin 79-13 Revision 2 respectively, on feedwater pipe cracks as related to Arkansas Huclear One, Unit No.1.

Based on this review, we have c.oncluded that it is highly unlikely that your facility will experience feedwater pipe cracks similar to those ob-served at other facilities. Therefore, the augmented inspections as re-quired under IE Bulletin 79-13 and 79-13(2) may be discontinued. How-ever, the elimination of the augmented inspection program does not relieve you of the inspections required under the ASME Code Section XI for Class 2 components for the emergency feedwater system.

Feedwater nozzle to pipe weld cracking is still under generic review by the staff. Should the staff determine that actions beyond those stated in IE Bulletin 79-13 are necessary to ensure adequate feedwater line in-agrity, the licensee will be notified at that time.

Enclosed is our Safety Evaluation Report concerning this matter.
