REFUEL OUTAGE EXTENSION By letter dated February 23, 1977, the Ccc=ission issued Amendment 11 to Facility Operating License DPR-6 for the Big Rock Point Plant. This amendment allowed relief from specific surveillance requirements of the Big Rock Point Technical Specifications in order to maintain power operations during the lat-ter portion of February 1977 This amendment was issued based on our request 4

dated February 9,1977 in which it was specified % hat the plant would com-mence shutdown for refueling on June 15, 1977 However, since that time, Consumers Power Company has determined that a June 15 refueling shutdown is not appropriate and that continued plant operation until late August 1977 is desirable. No Tecnnical Specifications change is required to acco=plish this. However, since Amendment 11 was issued based on the premise of a June 15, 1977 refueling shutdown, Consumers Power Company is providing this letter to provide further, justification for the two-month extension on the surveillance requirements addressed in Amendment 11, to explain the need for the extension in the operating cycle, and to stress the impact that a June 1977 refueling shutdown vould have on Company and consumer costs.

A=endment 11 granted an extension until the next refueling outage, or any shutdown of sufficient time duration to allow the testing, of the following surveillance requirements:

i In general, much of the Safety Analysis Report enclosed with Amendment 11 compared'the testing frequencies specified in the applicable surveillance requirement in the Big Rock Point Technical Specifications with those in the latest regulatory guidance (NUREG-0123 Standard Technical Specifications for General Electric Boiling Water Reactors, revision of August 15,1977).

It was specified that in all applicable cases, those testing frequencies required by the Big Rock Point. Technical Specifications were more restrictive / conservative than those required by current industry standacds. Assuming a June 15, 1977 oshutdevn, it is noted that the frequency interval specified for these surveil-lance requirements by current industry standards would not be exceeded. With

' the shutdown scheduled for late August 1977, the testing frequency would still be within current standards. Further, since the issuance of Amendment 11, those systems affected by the applicable ' surveillance requirements have experi-enced no abnormal occurrences that would indicate a degradation of system per-for=ance or reliability. Therefore, Consumers Power Company concludes that ex-tending the planned outage from mid-June 1977 to late August 1977 has no impact on the safety evaluation submitted with Amendment 11 and, therefore, is an ac-ceptable course of action.

Extending the testing interval until the August refueling outage would allow at least one additional week of plant operations. The surveillance requirements

referred to in Amendment 11 and other surveillance testing required by cold shutdown conditions would be performed during the refueling outage. The current cost of replacement fuel is approximately 30 thousand dollars per day for Big Rock Point. Based en assuming a minimum time of one week to complete the re-quired testing, the cost effect of the extension vould be to save Consumers Power Company and its customers at least 210,000 dollars.

In summary, Consumers Power Ccmpany intends to delay its refueling outage until at least late August 1977, at which time those surveillance requirements addressed in Amendment 11 to the Big Rock Point Technical Specifications will be perfor=ed.

If further modification of this schedule ic necessary, the effects and alterna-l tives will.be discussed with your staff.
