In accordance with your request concerning NUREG-0737, Item III.D.1.1, Alabama Power Company calculated, for Unit 2, the maximum allowable leakage limits for systems outside containment that may carry radioactive fluids following an accident.
The maximum leakage limits based on 10CFR100 limits were provided in our letter to you on October 20, 1080. Alabama Power Company proposes a leakage limit for any of the systems, listed below, of 5 gpm which is well below the maximum limits determined by 10CFR100.
1.
The recirculation portion of the high pressure safety injection system.
2.
The containment spray system.
3.
The letdown and makeup portion of the reactor coolant system excluding mixed bed and cation bed demineralizer flow paths.
4.
The residual heat removal system.
5.
The recirculation portion of the low pressure safety injection system.
The limit of 5 gpm is reasonable for Farley Unit 2 because it takes into consideration actual leakage values measured for Unit 1 during the 1979 refueling outage, an allowance for measurement inaccuracies, and a tolerance which provides a margin that would prevent unnecessary shutdowns.
