O APPENDIX A NOTICE OF VIOLATION Public Service Company of New Hampshire Docket No. 50-443 This refers to the inspection conducted by the resident inspector assigned to Seabrook Station, Units 1 and 2 Seabrook, New Hampshire, of activities authorized by NRC License No. CPPR-135.

During this inspection conducted May 19-June 27, 1980, the following apparent item of noncompliance was identified:

10 CFR 50, Appendix B, Criterion V, states, in part, that : " Activities affecting quality shall be prescribed by docur ented instructions, pro-cedures, or drawings...(which) shall include appropriate quantitative or qualitative acceptance criteria...".

The Seabrook Station PSAR states, in part, in Paragraph 17.1.5 that:

"L ch organization is required to perform their respective quality related activities covered by this program in accordance with documented instructions, pro-cedures, or drawings (which) shall include appropriate quantitative or qualitative acceptance criteria...".

Contrary to the above, as of June 6,1980, inspection procedures with appropriate acceptance criteria for grouting of equipment and anchor bolts were not available in the Perini Power Constructors' quality program and the final grouted condition of some anchor bolts on two pieces of safety-related equipment was found to be deficient, despite Perini inspection records to the contrary.

This item is an infraction applicable to Docket No. 50-443.
