Subject:
Response to Item IIK.317; Report on Outages of Emergency Core f
Cooling Systems
Dear Sir:
References.(b) and (c) required all licensees to submit a report detailing outage dates anc lengths of outages for all ECC systems for M e last 5 years _ of operation. Vermont Yankee has compiled the-requested information and it is provided as an attachment to this letter. Referer.ce (c) adds an additional requirement not previously required in Reference (b); opecifically.
that'"the licensee shall propgse changes to improve the availability of ECC' equipment, if needed."
Vermont-Yankea has no new changes to propose at this time. Several proposed changes have recently been submitted to the NRC which could i
potentially result in an improvement in system availability. The addition of analog level and pressure instrumentation as described in~ Reference (d) and alternative testing requirements as proposed in Refere'nce (e) are two' examples.
In many cases, improvements in system availability and reliability are obtained through the implementation of hardware and software changes, as allowed by 10CFR50 59 These changes are summarized in the annual report submitted to the NRC.
We trust this information adequately addresses the requirements of NUREG O',, ~ ltem IIK.3 17, however, should you have any questions do not hesitate to call.
Very truly yours, 4
