Gentlemen:

Thank you for your letter of October 15, 1980, relative to the item of

noncompliance concerning activities under NRC Construction Permit No. CPPR-86

brought to your attentien in our letter of September 18, 1980

We do not concur with your response based on the following:

1.

The response is based on interpretation of code requirements for normal

weld radiography. IE Bulletin 79-13 changed the area of inspection to

include the weld and two base material thicknesses on either side of the

weld. The area in question is at the edge of the weld and appears to be

caused by a low spot in the base material in addition to some undercut.

The purpose of this inspection was to inspect for fine cracks on the

inside diameter of the material including the area of questionable film

density. Therefore, the film density throughaut the area of interest

should be acceptable to code requirements.

It was possible to obtain acceptable film density in the area in question

as evidenced by a re-radiograph with acceptable results during the inspection.

This information was not provided in the response.

In addition to the velds required to be radiograph _d by IE Bulletin 79-13,

other feedwater welds were radiographed with the intention of meeting

IE Bulletin 79-13 requirements. Several of these radiographs did not

meet density requirements (See IE:II Rpt. 50-364/80-33, paragraph 5.a).

The Notice of Violation transmitted to you on September 18, 1980, remains

unchanged regarding the above matters. -Section 2.201 requires you to submit to

this office a written statement or explanation in reply including:

(1) corrective

steps which have been taken by you and the results achieved; (2) corrective

steps which will be taken to avoid further noncompliance; and (3) the date when

full compliance will be achieved. Your written statement of explanation should

be submitted to this office within 10 days of your receipt of this letter.
