This refers to your request dated May 11, 1964, and a supplement is I
thereto dated July 10, 1964, for authorization of Proposed Change No. 54 in the Technical Specifications of Facility License No. DPR-3 h"
pursuant to the provisions of Section 50.59,10 CFR 50.
The Pro-posed Change deletes the sections of the Operating, Emergency, and

Maintenance Instructions entitled " Objective" " Conditions" and
" Precautions" frc,m the Technical Specifications and incorporates in the Technical Specifications a procedure for modification -of
]
these instructions by Yankee, We have reviewed the Proposed Change and' have found that it does not present significant hazards considerations not described or implicit in the hazards summary report and that there is reasonable assurance that the health and safety of the public will not be endangered.
A copy of our related hazards analysis is enclosed.
In view of the foregoing, pursuant to Section 50.59,10 CFR 50, the Technical Specifications of License No. DPR-3 are amended in accordance with Proposed Change No. 54., Revised. Technical Speci-fications are hereby issued to reflect the modifications requested by the Proposed Change and those previously authorized by Changes Nos. 56 and 57.

In view of the change authorized herein authorization of Supplement to Proposed Change No. 9 and Change No. 51 are no longer required.
Accordingly, we propose to take no further action with respect to those requests.
