Discussion Subsections 1, 2, and 3 of the Yankee Operating, Emergency, Maintenance Instructions respectively entitled Objective, Conditions and Precautions are incorporated by reference as part of the Technical Specifications for the Yankee reacter.

Modifications to thesc ;ections have heretofore required prior Commissicn approval since such modifications involved a change in the Technical Specifications, Yankee has now proposed that the above sections be removed from the Technien1

Specifications and has described a procedure by which modification of the above sections would be made by Yanke.e, llowever, since ce,rtain significant E

safety requirements and limitations pertaining to the facility were also O

included in the above operating procedures, Yankee, in a supplement to e

Proposed Change No. 54 dated on July 10, 1964, submitted a new set of F

Technical Specifications incorporating these items.

We have reviewed these items and believe that they should be incorporated into the Technical Speci-fications in the manner proposed by Yankee, Tan} ce has stated that all operating procedures and modifications thereto will be prepared by qualified personnel and reviewed by the Manager of Operations and appropriate staff engineers at the Yankee central engineering

office, An independent audit of the procedures will also be performed by the Yankee Review Committu at intervals of approximately six months.
