Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the.following modification to Appendix A of the Operating License.

PROPOSED CHANGE: Reference is made to Operating License No. DPR-3 issued to Yankee Atomic Electric Company for the Yankee Rowe plant. We propose to amend the license as follows:

Modify Specification 4.1.2.5.b as shown on the attached pages.

Modify Specification 4.5.2.a.4.b) as shown on the attached pages.

These changes would modify the surveillance method for charging pumps.

The new method would consist of a verification of flow to the Main Coolant System of at least 26 gpm and would remove a requirement for verification of a pressure differential between the pump discharge and the Main Coolant System.

REASON FOR CHANGE: The purpose of this change is to remove from the Technical Specifications a surveillance method which was carried over from the Westinghouse model Standard Technical Specifications which is not applicable to Yankee Rowe. The method in question is flow verification for charging pumps.

The Westinghouse Specification, written for centrifugal charging pumps, calls for the measurement of flow at the discharge of the pump as well as differential pressure between the charging pump discharge and the Main Coolant System. At Yankee Rowe the Charging System is some-what different from the standard Westinghouse plant for which the model specification was written. Most important is the fact that the Yankee Rowe charging pumps are positive du placement pumps.

By design a positive displacement pump will displace a constant volume of fluid at any pressure up to the setpoint of the discharge relief valve. The Yankee Rowe charging pumps are designed for a maximum flow of 33 gpm at a maximum operating pressure of 2500 psig.

United States Nuclecr Regulatory Commission January 18, 1977 Attn: Office of Nuclear Reactor Regulation Page Two required > 26 gpm at the nominal operating pressure of 2000 psig but will also provide > 26 gpm at atmospheric pressure for long term cooling following a LOCA.

In summary, the head against which these charging pumps work is irrelevant as long as it is less than the design pressure of the pump itself. A verification of discharge pressure for these pumps is meaningless and should be removed frem the Technical Specifications.

A demonstration of operability for the Yankee Rowe charging pumps will be that they deliver the required flow rates to the Main Coolant System which were assumed by the accident analysis.

SAFETY CONSIDERAyIONS: This proposed change deletes from the Technical Specifications a surveillance requirement which Yankee considers not appli-cable to the Yankee Rowe plant. This change does not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

SCHEDULE OF CHANGE: Yankee Rowe Technical Specifications will be changed immediately upon Commission approval.
