License No. DPR-3 By letter dated February 28, 1973, and supplemental information contained in your teletype dated March 13, 1973, you requested authorization for replacing one fuel rod in one Core X fuel assembly with a fuel rod that was removed previously from another Core X fuel assembly.

The proposed change which you redesignated as Proposed Change No.108 would allow an extension of the inspection activitia s on selected fuel rods, carried wt as part of Yankee's continuing program of fuel perfor-

- mance evaluation. You propose to remove one fuel rod from the fuel assembly in core location C-3 and to replace it with a fuel rod that was removed, as authorixed previously in Change No.102, from a fuel assembly in core location J-7.

Both Core X fuel rods involved in this replacement are aircaloy clad and similar in all other respects, except that the fuel rod to be removed from the fuel assembly in core location C-3 has experienced a higher burnup than the replacement fuel rod.

We have reviewed the information you have provided on your evaluation of the safety considerations associated with the defined fue1L rod replacement.

Your nuclear reanalysis has confirmed that the proposed change would have a negligible effect on the nuclear characteristics determined previooaly by Yankee in the Core I analysis; hence, the margins of safety and the consequences of accidents determined previously for operating the reactor in the Core X config"r-tion remain unchanged.
