Dear Sirs:
Pursuant to Section 50-59 of the Commission's Regulations, Yankee Atomic Electric Company hereby requests to make the following change:
PROPOSED CHANGE:
Reference is made to Section 101 of the license application Safety Analysis, particulat.y page 101:18B and to Change No. 97.
We propose the following:
" Remove one removable Zircaloy clad fuel rod from a Zircaloy clad fuel assembly and re-place it with an exposed Zircaloy clad rod removed earlier (ref. Proposed Change 102)."
Reason for Change:
As a continuing part of Yankee's pro-gram of fuel performance evaluation and because of the industry's concern with Zircaloy clad fuel and the recent problems of fuel densification and clad collapse, Yankee proposes to remove and replace one Zircaloy clad fuel rod from a Zircaloy clad fuel assembly Following removal of the fuel rod, a detailed inspection program will be conducted.
This change makes available a higher exposure rod than was formerly available.
One rod with an exposure of approximately 5255 MWD /MTU will be removed from an assembly located in core position C-3 and will be replaced by. a rod with an exposure of approximately 4570 MWD /MTU removed from an assembly located in core position J-7.
These two rods are identical in all respects except for exposure.

Supplement 2 f
i' Nuclear performance calculations on power distribution and power peaking as well as a review of Core X transients and accidents have been completed relative to replacement of the rod in the fuel assembly.
The results of these the replacement of one rod with an evaluations are that exposure of 5255 MWD /MTU by a rod with an exposure of 4570 MWD /MTU should have a negligible effect on the peak rod in the assembly.
Safety Consideration:
In our opinion, the proposed change does not present significant hazard considerations not described or implicit in the license application as amended.
The plant is currently shut down for Schedule of Change:
During this outage, provided approval repairs on internals.
is granted, the fuel rod replacement described herein will be performed.
