.50-458/80-06 Appendix B NOTICE OF DEVIATION Based..on the results.of the NRC inspection conducted June 9-10, June 24-27,-and June 30-July'3, 1980, it appears'certain of your activities were not conducted in conformance with your commitments to the Commission as-indicated below:
Use of Air-Entrainment Admixture in Category I Concrete The River. Bend PSAR, in Section 3.8.4.6, requires that all concrete used in seismic _ Category I structures shall contain an-air-entraining agent in an amount sufficient to satisfy ACI 301-72, Table 3.4, " Total Air Content-for Various Size of Coarse Aggregate for Normal Weight Concrete."
For concrete mixes using, #57-coarse aggregate, the total air content limits. would be.3.5%. 6.5%.
Contrary to the above:
Stone and Webster Specification 210.350, " Specification for Mixing and Delivering Concrete,". deletes the minimum total air content requirement in seismic;Cateogy I structures for structures below the frost.line and
' interior walls above the frost'line.
In a review of placement records covering seismic: Category I structures, at least sixteen-of.the total

air content values were below 3.5%.
(Total air. content values for place-
= ment AB1-M-79ES were as low as 1.9%).
Thus, the specification requirement appears to deviate from the PSAR commitment to tha total air content values in Table 3.4 of ACI 301-72.
