Pertaining to the one item of apparent noncompliance with NRC requirements in your letter, the reply to this item is given in the attachment to this letter.
We appreciate your inspector's comments and suggestions related to our employee safety and environmental protection programs.
These comments and suggestions are helpful to us in our constant ef forts to improve these programs, ensure the continued health and safety of plant personnel, and ensure our compliance with NRC regulations and license conditions.
We also welcome further discussion with your staff on the item in your letter and in our related reply, if necessary, for further clarification of these items.

" Notice of Violation," in the NRC Inspection Report RII:JBK, 70-1113/80-10, dated July 17, 1980.
The corrective actions detailed below have already been implemented or will be implemented by the dates shown.
Condition 9 of the license requites.that Licensed materiai be used in accordance with statements, reptesentations and conditions of Appendh A, as contained h.the licensee's application. Appendh A, Sestion 4.1 requkes.tha.t aperations and activities shalt be ditected by the designated area managet who shalt establish un.itten opelutting ptacedures. The Nuclear Safety Reiease (NSE-114-78) for.the Rod Storage Cabinets requites.that ait cabinet doo.ts will remain closed except when in immediate attendance.
Contrary to ths above, the Rod Storage Cabinet doors were obsetved a ' closed with no individuais in immediate attendance.
This is a deficiency.
In order to correct the problem identified above, a letter was issued on August 13, 1980, by the subsection-level manager in charge of the operation, pointing out the requirement and stating that it is to be followed and will be enforced by the management.
In order to prevent recurrence of the problem identified above, a complete study will be conducted to determine if a permanent imple-menting solution is necessary which would provide a more positive assurance that the problem would not recur.
This study will be completed, along with a schedule for implementing recommended actions, if any result from the study, by September 5, 1980.
