Dear Mr. Engelken:

In reply to your inspection conducted by Mr. G.

P. Yuhas on June 9 through 13, 1980, we offer the following corrective actions to assure full compliance with NRC requirements.

Paragraph A of Appendix A of your letter notes the following:

10 CFR 19.12, " Instructions to Workers", states in part, that all individuals working in or frequenting any portion of a restricted area shall be instructed of their responsibility to report promptly to the licensee any condition which may lead to or cause a violation of Commission regulations and licenses or unnecessary exposure to radiation or to radioactive materials, and shall also be instructed in the appropriate response to warnings made in the event of any unusual occurrence or malfunction that may involve exposure to radiation or radioactive material.

Contrary to this requirements, on June 9 and 11,1980 individuals were provided training which permitted them unescorted access to the restricted area without being instructed in their responsibility to report promptly to the 1Leensee any condition which may lead to or cause a violation of Commission regulations and licenses or unnecessary exposure to radiation or to radioactive materials and they were not instructed in the appropriate response to the emergency evacuation amber strobe lights located in high noise areas of the facility.

SMUD REPLY Instructions in an individual's responsibility to report promptly any condition which may lead to or cause a violation of Commission regulations and licenses or unnecessary exposure to radiation or radioactive materials and instructions in the appropriate response to the emergency evacuation strobe lights located in high noise areas have been incorporated into the training p ro gram. We are presently in full compliance with NRC requirements.

t Mr. R. H. Engelken Page 2 July 25, 1980 Paragraph B of Appendix A of your letter states:

Technical Specification 6.4, " Training" states that:

"A retraining and replacement training program for the operating staf f shall be maintained under the direction of the Training Supervisor and shall meet or exceed the requirements and recommendations of Section 5.5 cf ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55."

Rancho Seco Administrative Procedure AP700, " Rancho Seco Training Program" developed pursuant to this requirement in Enclosure 4.9, " Chemistry / Radiation Division Training Program" describes the initial or replacement training program for these individuals and includes the following statement regarding retraining:

"Every two (2) years employees shall complete a program consisting of chemistry procedure qualifications; equipment checkouts; and chemistry and health physics procedure review. The Chem / Rad Supervisor shall prepare this retraining program which shall be reviewed and approved by the Station Training Supervisor."

Contrary to this requirement, as of June 9, 1980 the retraining program for members of the Chemistry / Radiation Division has not been maintained in that the Chem / Rad Supervisor has not prepared a two year retraining program for review and approval of the Training Supervisor.

SMUD REPLY The retraining program for members of the Chemistry / Radiation Division is being developed. The retraining program will include biennial review of chemistry procedure qualifications, equipment checkouts and chemistry and health physics procedure review.

Said program will be completed within 60 days for review by the Station Training Supervisor and implemented within 30 days after review approval.
