U' UNITED STATES NUCLEAR REGULATORY COMMISSION 7590-01 00_CKET NO. 50-285 OMAHA PUBLIC POWER DISTRICT NOTICE OF ISSUANCE OF_AMENLMENT T0 FACILITY OPERATING LICENSF, The U. S. Nuclear Regulatory Comission (the Comission) has issued Amend-ment No. 47 to Facility Operating License No. OPR-40 issued to Omaha Public Power District which revised Technical Specifications (TSs) for operation of the Fort Calhoun Station, Unit No.1, located in Washington County, Nebraska.
The amendment is effective as of its date of issuance.
The amendment revises TSs to be consistent with the Cycle 6 fuel reload analysis and revi es TSs for reactor coolant system heatup and cooldown.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as anended (the Act), and the Comission's rules and regulations.
The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Notice of Proposed Issuance of Arendment to Facility Operating License in connection with the use of fuel from Exxon Nuclear Company, Inc., for Cycle 6 operation and the use of Exxon analytical nethods was published in the FEDERAL REGISTER on September 7, 1979 (44 FR 52339).
On October 8,1979, a petition was filed by H. Kirshen and the Natural Resources Comittee of the Citizens Advisory Board of the Metropolitan Area Planning Agency.
No other petition or request for a hearing was filed. The petition was subsequently withdrawn and the proceeding dismissed on February 8,1930, by Order of the Atomic Safety and Licensing Board (45 FR 10495, February 15, 1980).

In addition, prior public notice in connection with the revised (Ss for reactor coolant system heatup and cooldown was not published or required since this action does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 1 51.5(d)(4) an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for amendment filed July 17, 1979, as supplemented by letters dated October 30 and December 4, 1979, and January 28, February 12 and 15, and March 12, 1980, (2) Amendment No. 47 to License No. DPR-40 and (3) the Coninission's related Safety Evaluation.
