This refers to the telephone conversation between Mr. J. E. Howard and Mr.
Harry B. Kister of this office on March 11, 1980, regarding the recent fuel handling incident at Pilgrim Nuclear Power Station, Unit 1.
With regard to the matters discussed, we understand that you have halted all fuel handling operations and that such operations will not resume until you have completed the following action:
1.
Reviewed the incident with all licensed operators, stressing the need to perform fuel handling operations in accordance with approved procedures which address the necessary prerequisites such as electrical system operability, secondary containment, and concurrence of the Shift Watch Officer.
2.
Restored and tested the electrical lineup required for fuel handling.
3.
Met the requirements for secondary containment.
4.
Received concurrence from Region I, Of fice of Inspection and Enforcement.
