problem with the personnel in the reactor cavity who were decontaminating the area in preparation for stud installation and tensioning. The operator was dire::ted at this time to close the VCT outlet valves [MOV-CH-115C E] to terminate the level increase. The valve [MOV-Cll-115C) did not stroke closed as was indicated by both open and closed indicating lights being lit at the

- same time. Valve [MOV-Cll-115E), however, did fully close and stopped the level increase at 707. in the loops. There was no hazard to the public at any time during the event since several flow paths were availabic for makeup to the RCS.The failure of the VCT outlet' valve was ut.'ed by (irty torque switch contacts.

A redundant flow path through [MOV-SI-836] was ver ad operable.

No alternate action was required on [MOV-CH-115C) since its opr on is only required in Modes 1 through 4.

The motor operator was replace mediately under Maintenance Work Request 800242. This incident has been consh. ed closed pending final analysis of the problem with Limitorque valve operators.
