TSTF/NRC December 10, 2019 Discussion Points Regarding Revision 5 of the Standard Technical Specifications

1. Revision numbers.

In past revisions to the ISTS, the revision number in the footer of each page reflected the last revision which affected that file (specification or specification Bases). The NRC did a full review of all pages in the Revision 4 ISTS NUREGs. Therefore, all page footers and the Table of Contents reflect Revision 4.

The TSTF and NRC agreed to change all page footers to Revision 5. Having different revision numbers on different files doesn't provide any useful information. For example, if the file is labeled Revision 5, there is no way to tell how many travelers were incorporated, or whether the only change was removing "A" from the LCO Number. Also, remove the revision number column from the table of contents.

2. TSTF-578-T, Remove TSTF-493 Option B Specifications The TSTF would like to remove the "Option B" files from the NUREGs and change the table of contents at the beginning of the Rev. 5 drafting process. Traveler changes that affected the "Option B" files would not be incorporated and the "Option B" deleted files would not be provided to the NRC as part of the review package. This will save a great deal of time and reduce the files to be revised. The title changes to the "Option A" files and the addition of the Reviewer's Note to the Setpoint Control Program would be included in the review package.

The TSTF-493, Option A, Word files will be renamed to remove the "_A" postfix. For example, the file "NUREG-1431_V1_3.3.01_A.DOC" will be renamed "NUREG-1431_V1_3.3.01.DOC" to be consistent with the file names of specifications that did not have "Option A" and "Option B" files in STS Revision 4, such as "NUREG-1431_V1_3.3.03.DOC".

The NRC had no objection to applying TSTF-493 as stated. It was noted that the TSTF-578 reference to TSTF-493 should be updated to reference the "errata" version at ADAMS ML101160026. The TSTF agreed.

3. Travelers to be Incorporated The TSTF proposes to incorporate (see attached list for detailed):
  • 21 approved travelers
  • TSTF-582 if the draft SE is received in time for incorporation
  • 8 T-travelers that correct TS Bases errors.
  • 6 T-travelers that correct the STS or an approved traveler.

The NRC had no objections at this time and will review the T travelers and inform the TSTF if they object to incorporating any of them.

4. Process Description
a. The TSTF will establish a library on the EXCEL website and provide access to the NRC staff to be used to exchange files.
i. The TSTF will request that credentialing emails be sent to the NRC staff members that haven't completed registration.
b. The TSTF will provide copies of the travelers proposed for incorporation.
c. The NRC will provide feedback and the TSTF and NRC will establish the final list of travelers to be incorporated.
d. The TSTF will revise the Word files (with change tracking applied) to incorporate the final list of travelers.
e. The TSTF will perform an independent peer review of the typing.
f. The TSTF will provide the NRC with materials for review
  • Adobe Acrobat files showing all changes using Word "track changes"
  • Adobe Acrobat files showing changes in clean format
  • Reports showing the travelers incorporated by specification and specification section (see attached example).
g. The NRC will review the incorporated changes and provide any comments.
h. An example of the spreadsheet format used in Revision 4 is attached ("NRC Master Comment List-4.12.2011.xlsx")
i. The TSTF will resolve the NRC comments and provide revised files. The NRC and TSTF can determine at the time whether to show these as additional tracked changes or to incorporate all previous changes and only show the changes from the comments. More than one round of review and resolution may be needed for some files.
j. After all NRC comments are resolved, all tracked changes will be incorporated to create "clean" Word files. Bookmarked versions of the final Acrobat files will be created.
k. The TSTF will provide the NRC with the clean Word files and one Acrobat file per NUREG volume.
l. The NRC will follow the internal publication process to issue Revision 5. This may require revisions to the Word files or Acrobat files, which will be provided by the TSTF.
