Management Control
The licensee's administrative controls for the implementation of the
environmental protection requirements for construction were examined
and discussed. This examination included a review of the assignments
of responsibilities and authorities for program management and program
implementation.
The licensee's assignments of responsibility and authority for the
environmental protection program management and implementation rest
with the Vice President-Nuclear, who has the ultimate responsibility
for the construction and environmental program relating to the site and
with the Manager-Nuclear Engineering who has the responsibility of
supervising these programs, including contract consultant activities.
The most recent Union Electric audit of Daniel International Corporation,
who implement the environmental program, was conducted on August 22, 1979.
The next audit was scheduled for July 1980. According to a licensee
representative, an audit of the environmental program is performed by a
member of the Nuclear Construction staff on an annual basis.
No items of noncompliance or deviations were noted.
3.
Environmental Program
a.
Waste Disposal and Landfill Operations
Work Procedure WP-150, Revision No. 1, " Waste Disposal and Landfill"
dated April 4, 1977, was examined by the inspector, including records
for the period January 1,1979, through June 24, 1980. Although dust
control and vector control are to be done as required and documented
when performed, none of the records observed indicated any action had
been taken.

Section 1.2.3 of the Environmental Protection Program Construction
'
Stage, Revision 2, August 12, 1976, states in part, there will be
no burning of solid waste containing garbage. Section 4.1.5 of
'
Work Procedure WP-150 implements this requirement by stating the
Construction Manager shall permit no burning of wastes in the landfill.
These documents implement Section 3.E.(4) of the Construction Permit.
On a tour of the site, a pile of garbage was found burning by the
inspectors in the new landfill, and all piles in the old landfill
showed signs of having been burned.
b.
Surface Water Quality
Section 3.2.1 of the Environmental Protection Program - Construction
Stage, Revision 2, August 12, 1976, states in part, that the discharge
flow will be monitored from each of the site settling ponds. This
section further states that Quarterly sampling locations are shown
on Figure 3.2.-l.
Table 3.2-1 of the Environmental Protection Program
referenced above identifies the water quality parameters to be measured
in samples taken quarterly. This document implements Section 3.E.(4)
of the Construction Permit.
A review of water quality data collected on June 27, 1979; December 20,
1979; and March 20, 1980 showed that sample location A-2 as identified
on Figure 3.2-1 of the required program was not listed in the results,
indicating that it probably had not been collected. Sample results
for the December 20, 1979, sampling showed that the stream flow
measurements required by Table 3.2-1 had been omitted from the results
for samples collected at locations B-2, C-2, D, E-1, and E-2.
The annual audit conducted in August 1979 by Union Electric of the
Environmental Monitoring Program found that settling pond flow calcula-
tions and weekly level readings had not been made. Based on a discussion
with the licensee, no monitoring of the discharge flow from any settling
pond had been performed nor were any flow monitoring records available
despite the fact that this problem had been identified by the manage-
ment audit referenced above.
c.
Groundwater Monitoring
Groundwater levels are measured quarterly at several well locations
on site to assure that adverse draw-down effects do not occur during
construction. Records of well level measurements from November 1977
through June 1980 were examined.
d.
Visual Observations
Section 3.1.2 of the Environmental Protection Program - Construction
Stage, Revision 2, August 12, 1976, requires a monthly visual in-
spection of the entire site to check for unsuspected harmful effects

or evidence of serious damage during facility construction. This
document implements Section 3.E(4) of the Construction Permit.
Discussions with licensee representatives and a review of the
environmental monthly reports from August 1979 through May 1980
found that visual inspections have been made. The Terrestrial
Monitoring Procedure, WP-701 of February 5, 1976, requires that
each monitoring activity be documented on the Terrestrial Monitor-
ing Record. None of the 1980 Terrestrial Monitoring Records was
available for review as they were not yet typed, although duplicate
data was reviewed in the above mentioned monthly reports.
e.
Air Quality Controls
Air quality control records from January 16, 1979, through April 22,
1980, were reviewed. Although watering of the roads is only performed
as determined by weather conditions, no road watering had been performed
since early May 1980, the time at which the Operating Engineers (the
union responsible for this task) went on strike.
f.
Archeological Site Protection
Work Procedure WP-705, " Protection of Archeological Sites" dated
May 17, 1976, was reviewed, as well as the records contained in the
monthly reports for the period August, 1979 through May, 1980.
No further instances of noncompliance other than those discussed in
Paragraphs 3.a and 3.b were noted. No deviations were noted.
4.
Site Tour
The inspectors toured the construction site to view construction activities
relative to the Environmental Program referenced in the Construction Permit
and the staff's Final Environmental Statement.
Specific items examined
included:
(1) site drainage retention ponds; (2) barge slip and intake and
discharge structure; (3) sanitary landfills; (4) concrete batch plant and
rock crushing operation; (5) pipeline construction area; (6) the mine and
mine road; (7) site drainage; and (8) selected areas of reseeding and planting.
Although some culverts were beginning to show signs of filling up with
sediment, no items of noncompliance or deviations were noted.
5.
Exit Interview
The inspectors met with licensee representatives (denoted in Paragraph 1)
at the conclusion of the inspection of the site on June 27, 1980. The
inspectors summarized the scope and findings of the inspection. The
licensee representatives acknowledged statements by the inspectors with
respect to the items of noncompliance.
