Dear Sir:
Attached are three signed originals and 40 conformed copies of License Change Application 74 requesting amendment of Operating License NPF-1.
This License Change Application has been evaluated to be a Class III amendment request and a check for $4,000 is attached in accordance with 10 CFR 170.
During a temporary Plant test (see LER 80-21) a main steam isolation valve (MSIV) which failed to close under no-steam-flow conditions did, in fact, ga closed with a small amount of steam flow. This change will allow sur-veillance testing of the MSIVs during the Startup Mode with steam flow in the main steam lines and is part of the effort to improve the surveillance j
testing performance of these valves. PGE has transmitted a copy of this request to the Oregon Department of Energy for their consultation.
Also attached is one signed copy of a Certificate of Service for Licer.:,c Change Application 74 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
