' FORT ST. VRAIN NUCLEAR GENERATING STATION AMENDMENT NO. 23 TO FACILITY OPERATING LICENSE NO. DPR-34 The Commission has issued the enclosed Amendment No. 23 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station in response to your applications for amendments dated November 16, 1977 (P-77228),
January 3,1979 (P-79001), January 21,1981 (P-81021) and January 30, 1981 4
(P-81032) and application for modification of Technical Specifications dated March 9,1981.
The amendment includes iicense conditions for the test program and revises the Technical Specifications to: (1) extend the minimum sample flow limits to cover the reactor power range of 70 to 100 percent, (2) define the times-to start depressurization, (3) extend the core residence time of the fuel test elements and (4) specify operator action time limits for power-to-flow ratios as per S.L. 3.1.
This amendment is based on revised data and analysis which correct certain inconsistencies with the FSAR for this facility, identified in 1977. These inc;nsistencies had resulted in a hold in the te,st program at the 70 percent level while they were resolved. Now that they are resolved, the hold in the test program is no longer needed, and the Fort St. Vrain Nuclear Canerating Station may conti'nue previously authorized testing, rise-to-power _ ascension up to the designed 842 MWt for the duration of the testing program. We expect this program to be completed by July 1,1981 as was discussed at the recent ACRS subcommittee meeting on FSV.. The staff will review the results.of your testing program prior to extended steady-state full power operation. These test results and the staff's evaluation will be provided to the ACRS for its information.
