Oyster Creek Nuclear Generating Station Docket No. 50-219 Inoperable Rod Worth Minimizer The purpose of this letter is to report to you that a plant start-up was performed on December 20, 1975 without the rod worth minimizer. This report is submitted in compliance with the requirement set forth in the Oyster Creek Technical Specifications, Section 3.2.B.2.b.

Prior to the reactor startup on Saturday, December 20, 1975, the rod worth minimizer (Rh}!) became inoperabic. Despite efforts by the instrument department, the Rh}l could not be made operable for the startup. The startup was conducted with a second licensed operator and a station engineer from the Technical Group verifying that the licensed operator at the console was following the rod program, in accordance with plant procedure 218 and Technical Specification 3.2.B.2.b.

General Electric's Installation and Service Engineering Department was notified of the problem on Monday, December 22, 1975 and a computer service engineer arrived on site on Tuesday, December 23, 1975. He found one of the console driver boards loose and reseated the board.

This cleared the problem. The program was loaded and the Rh}! was placed in service on December 23, 1975.
