Dear Dr. Baynard:

We have received copies of the following letters from the Florida Power Corporation which were filed with the Office of Nuclear Reactor (ONRR) for review of changes ralating to the Crystal River Unit 3 facility:

1.

Letter identified as Change Request No. 67 dated December 3,1980, for review of organizational changes for the facility.

2.

Letter dated December 19, 1980, requesting approval to use BUNA-N seal material in the hydraulic snubbers used at the facility. This request was approved by ONRR's letter dated December is',1980.

With item 1 above, a Class II fee of $1,200 was remitted pursuant to 10 CFR 170.22 because you determined that the request is administrative in nature. No fee was forwarded with item 2 atave.

Based on information provided by the ONRR staff as a result of a preliminary review of item 1 and final review of item 2 above, it has been determined that each request involves consideration of a single safety issue.

There fore,

a Class III fee of $4.000 is applicable for each of them.

It is requested that a total of $6.300 (52.300 for item 1 and 54,000 for item 2) be prornptly remitted to this office.

If the final review of item 1 by the ONRR staff reveals that the Class III fee is incorrect, an adjustment will be made.

As a matter of information, when organizational changes involve changes in lines of responsibility, formation of new groups and/or changes in the functions of a group, committee, or position, they are not considered to be administrative or pro forma in nature; therefore, they are seldom determined to be in the Class II fee category.
