Wilnington, NC 28402 Gentlemen:

Thank you for your letter of November 14, 1980, concerning the results of an NRC inspection of the General Electric Company, Wilmington Manufacturing Department by J. W. Bates of this office on September 15-19, 1980.

In view of the subsequent information provided in the referenced letter, the item of noncompliance identified in our letter dated October 17, 1980 is withdrawn.

Your comprehensive program to review measurement control routines will be examined in detail during subsequent inspections to detennine that LE routines consider all applicable sources of error.

With regard to inspection interfaces, it is our policy to report all inspection findings prior to a closecut meeting, as time permits.

How-ever, your request for routine daily concern sessions has been deemed to adversely impact on our inspection efforts.

In keeping with our current policy, we will bring all items to the attention of your personnel with whom we are interfacing; major concerns that impact on the health and safety of the public will be inmediately brought to the attention of upper level management. We feel that your internal systems and policy should assure transfer of information on whatever additional basis you deem necessary.

If you do not feel that these policies provide appropriate managers with relevant information on a timely basis, we will be pleased to discuss what additional steps can be taken during a future inspection.
