Dear Mr. Denton:

In response to Mr. Tedesco's November 14, 1980 letter and a December 19, 1980 telephone conversation with Messrs. William Kane and Uilliam Long concerning the subject test program,-South Carolina Electric and Gas Company (SCE&G),
acting for itself and agent for South Carolina Public Service Authority, pro-vides forty-five (45) copies of the following information as requested and discussed.
- 1) In reference to Test 2 as proposed by TVA for Sequoyah, the Applicant agrees to perform a test entitled " Natural Circulation With Simulated Loss Of Offsite Power".
The objectives of this test are: (a) to demon-4 strate, under simulated loss of offsite power conditions, that decay heat can be removed via the steam generators by maintaining steam gen-erator level with the Emergency Feedwater System, and (b) to. provide operator experience and training under these conditions. This test is performed with the Reactor being maintained at approximately 1% power

with no reactor coolant pumps running.

- 2) In reference to Test 7 as proposed by TVA for Sequoyah, the applicant agrees to perform a test entitled " Core Cooling With a Simulated-Loss Of Onsite And Offsite AC Power".
The objectives of this test are:
(a) to demonstrate under simulated loss of onsite and offsite power conditions, that decay heat can be removed via the steam generators by maintaining steam generator level'with the Emergency Feedwater System, and (b) te provide operator experience and training under these conditions.
This test is performed with the reactor subcritical, and with the reactor coolant pumps operating for the purpose of simulating decay heat.

In reference to Test 9b, " Boron Mixing And Cooldown Under Natural Circulation Condition", as proposed by TVA for Sequoyah, the Applicant would like to clarify its position as previously stated in the October 31, 1980 letter to Mr. Denton. In accordance with Mr. Robert L. Tedesco's-letter of November 14, 1980, the Applicant agrees to perform this test between the-completion of-the Acceptance Test and prior to startup

following the first refueling, or use results from tests that have been performed on a comparable plant.
In the event that this natural circulation capability is demonstrated at a similar plant, the Applicant will review the testing performed including test results, and if found acceptable, will provide justification for applicability to Virgil C. Summer Nuclear Station.
- 4) The Applicant would like to restate a commitment made in its December 2, 1980 letter to Mr. Denton concerning submittal of low power test program results. As discussed with and agreed to by.Mr. Long, the test results will be submitted to the NRC in a timely manner following completion of the testing, but there will not be a requirement to wait at least two weeks for NRC review of test results prior to pro-ceeding above 57. of full power.
- 5) In accordance with Mr. Robert L. Tedesco's letter of November 14, 1980, the Applicant will provide the procedures and any associated safety evaluations to I&E and NRR at least four weeks prior to the date of performing the tests.
