Narrative

Report for LER 50-366/1980-153 On 11-5-80, with Unit 2 in cold shutdown, a local leak rate test was performed per procedure HNP-2-3952,-

" Primary Containment Periodic Type B and Type C Leakage Tests", on the RCIC Lurbine exhaust isolation valve 2E51-F040.

On 11-7-80, the LLRT coordinator reviewed the LLRT in which the valve was found to be Icaking such that the test volume could not be pressurized.

Since the test volume could not be pressurized it must be assumed that the leakage exceeds the 30-day sealed water inventory acceptance criteria specified by

10CFR50, appendix J,

section III.C.3.

This is a repetitive occurrence see LER 50-366/1980-152.

There were no effects on public health or safety due to this event.

The Icakage of the RCIC turbine exhaust valve 2E51-F040 was due to scratches on the seat of the valve which were probably caused by the valve closing on debris.

The valve seat was polished to remove the scratches, and a retest was performed by LLRT procedure llNP-2-3952.

The retest leakage of 300 acem satisfied the acceptance criteria.
