Dear Mr. Counsil:

By letters dated April 9,1980, and June 10, 1980, you identified the scheduling requirements of Examination Category B-L-2, Table IWB-2500, pump casings of Section XI ASME Code,1974 Edition, including Summer 1975 Addenda, as an impract-ical examination requirement for the reactor recirculatior pump casings at Millstone Unit No.1.

Accordingly, you requested relief pursuar.t to 10 CFR 50.55a(g)(6)(i) which would allow postponement of the Category i'-L-2 examination beyond the inspection interval ending December 28, 1980, until major maintenance is performed on one of the pumps.

We have reviewed the information you have presented and agree with your deter-mination. Therefore, pursuant to 10 CFR 50.55a(g)(6)(1), relief is granted as discussed in the enclosed Safety Evaluation. We have determined that the grant-ing of this relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest con-l sidering the burdens imposed on the licensee if the relief is not granted.

l We have detemined that granting of the relief does not authorize a change in l

effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination.

we have further concluded that the relief involves an action which is insignifi-cant from the standpoint of envircamental impact and, pursuant to 10 CFR 551.5(d)(4), that en environmentsi impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this action.

Office of the Federal Register, is enclosed for your information.
