O 7590-01 UNITED STATES NUCLEAR REGULATORY COM41SSION DOCKET NO. 50-245 CONNECTICUT LIGHT AND POWER COMPANY THE HARTFORD ELECTRIC LIGHT COMPANY WESTERN MASSACHUSETTS ELECTRIC COMPANY NORTHEAST NUCLEAR ENERGY COMPANY NOTICE OF GRANTING OF RELIEF FROM CERTAIN REQUIREMENTS OF A_5"E CODE SECTION XI thSERVICE INSPECTION (TESTlhG) REQUIREMENTS The U. S. Nuclear Regulatory Commission (the Comission) has granted relief from certain requirements of the ASME Code,Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components" to the Northeast Nuclear Energy Company, The Hartford Electric Light Company, Western Ma sachusetts Electric Conpany, and Connecticut Light and Power Company. The relief relates to the inservice inspection (testing) program for the Millstone Nuclear Power Station, Unit No.1 (the facility) located ir. Waterford, Connecticut. The ASME Code requirements are incorporated by reference into the Comnission's rules and regulations in 10 CFR Part 50. The relief is effective as of its date of issuance.

l The relief allcws postponement of the Category B-L-2 examination beyond l

the inspection interval ending December 28, 1980, until major maintenance is i

performed on the pumps, pursuant to 10 CFR 50.55a(g)(6)(1) of the Commissh:s regulations.

l The request for relief complies with the standards and requirements of th Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulatiow in 10 CFR Chapter I, which l

are set forth in the letter granting relief. Prior public notice of this action j

was not required since the granting of relief from ASME Code requirements does not involve a significant hazards consideration.

The Commission has determined that the granting of relief will not result in any significant environmental impact and that pursuant to 10 CFR 651.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this action.

For further details with respect to this action, see (1) the request for relief dated April 9,1980, and supplement thereto dated June 10, 1980, (2) the Commission's letter to the licensee datedNovember19,1980, and (3) the Commission's related Safety Evaluation.
