examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as described in the enclosed Appendix A.

Regarding the item of noncompliance, our concern is not so much with your

use of revision 9 rather than revision 10 of Procedure SP 1104.02, since

there is not that much difference between the two revisions; rather, our

concern is with the practice of your control room operators maintaining

in the control room for their use a file of " uncontrolled" copies of

Your response to

the noncompliance should address this concern.

In addition to the above, we are concerned with your failure to submit

a timely proposal requesting changes to your Technical Specifications to

reflect recent TECo organizational changes.

In your response to this

letter, please indicate your schedule for submittal.

l

This notice is sent to you pursuant to the provisions of Section 2.201 of

the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

your receipt of this notice a written statemen' or explanction in reply,

including for each item of noncompliance:

(1) corrective action taken and

the results achieved; (2) corrective action to be taken to avoid further

noncompliance; and (3) the date when full compliance will be achieved.
