Gentlemen:
This refers to the inspection conducted by Messrs. J. E. Kohler and
J. R. Waters on August 1, 1980 through September 30, 1980 of activities
at the Zion Nuclear Power Station authorized by NRC Operating License
Nos. DPR-39 and DPR-48 and to the discussion of our findings with
Mr. K. L. Graesser at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined
during the inspection. Within these areas, the inspection consisted of
a selective examination of procedures and representative records, obser-

During this inspection, certain of your activities appeared to be in
noncompliance with NRC requirements, as described in the enclosed
Appendix A.
The inspection showed that action had been taken to correct
the identified noncompliance and to prevent recurrence. Consequently,
no reply to this noncompliance is required and we have no further ques-
tions regarding this matter at this time.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 20, Code of Federal Regulations, a copy of this letter and the
enclosed inspect 1W report will be placed in the NRC's Public Document

or your contractors believe to be proprietary, you must apply in writing
to this offic.e, within twenty days of your receipt of this letter, to
