Dear Mr. Denton:

Pursuant to the requests of References (a) and (b) and the requirements of 10 CFR 50.90, Commonwealth Edison hereby requests a change to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Technical Specifications.

The purpose of this amendment is to assure redundancy in decay heat removal capability and adopt the format of the Standard Technical Specifications for Westinghouse PWR's.

Decay Heat Removal Reference (a) requested that Technical Specification changes be proposed which would provide for redundancy in decay heat removal in all modes of operation.

Accordingly, changes are being proposed to Limiting Conditions for Operation 3.3.1.A and 3.3.1.8 which specify operability requirements for reactor coolant pumps and steam generators, respectively.

Appropriate changes to Surveillance Requirements 4.3.1.A and 4.3.1.8 are also proposed.

The basis for these changes is delineated in proposed changes to the Bases for 3.3.1 and 4.3.1.

The proposed changes follow the Model Technical Specifications transmitted by Reference (a) with the fo!'owing exceptions.
