Amendment No. 53 License No. CPR-16 1.

The Nuclear Regulatory Comnission (the Comission) has found that:

A.

The filing by Jer.sey Catral Power & Light Conpany (the licensee) dated July 28, 1930, as revised January 7, 1981, which is being handlN by the Comm.ision as an application, corplies with the standards and reauirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulaticns set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the filing, the provisions of the Act, and the rules and regulations to the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering tne health and safety of the public, and (ii) that such activities will be conducted in compliance with th9 Commission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all acolicable requirements have been satisfied.

Accordingly, Provisional Operating License No. DPR-16 is hereby amended by reformating and renumbering paragraphs 3.F (Security Plan) and 3.G (Contingency Plan), and by adding a new paragraph 3.F(3) to read as follows:

The licensee shall naintain in effect and fully imolement all provisions of the following Comission-aporoved docu-ments, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p), which are being withheld from public disclosure pursuant to 10 CFR 2.790(d):

(1) Security Plan collectively titled "0yster Creek Phyacal Security Plan," dated Decem.ber 7,1977, as revised June 16, 1978, Februa ry 14, 1979, June 26, 1979, and August 21, 1979.

(2) Contingency Plan identified as "0yster Creek Safeguards Contingency Plan, Revision 1,"

trans-mitted by letter dated June 3, 1980, submitted pursuant to 10 CFR 73.40.

The Contingency Plan shall be fully implemented in accordance with 10 CFR 73.40(b) within 30 days of this aoproval by the Comission.

(3) Guard Training and Qualification Plan identified as "0yster Creek Nuclear Power Plant Guard Training and Qualification Plan," submitted by letter dated July 28, 1980, as revised January 7,1981.

This plan shall be fully implemented in accordance with 10 CFR 73.55(b)(4) within 60 days of this approval by the Commission.

All security personnel shall be qualified within two years of this approval.

The existing Paragraph 3.H of Provisional Operating License No. DPR-16 is hereby renumbered 3.G.

4.

This license amendment is effective as of the date of issuance.
