YAEC BWR RELOAD LICENSING METHODS Summary i

The purpose of these meetings was 'to provide the NRC sta ff with a status report on Vermont Yankee's BWR Core Reload Licensing Methods Development Program, re-et;ablish contacts with NRC staff reviewers, obtain NRC feedback on the content and direction of the program, and obtain NRC input on their review schedule and resource availability.

Yankee summarized previous submittals and discussions on the subject and presented the current schedule for submittals, including the Reload Licensing Submittal for Vermont Yankee's Cycle 9 Reload, scheduled for June 8,1981.

The NRC staff expressed interest in Yankee's effort, and made many useful comments which will aid Yankee in preparing future submittals.

However, the staff was unable to guarantee sufficient resources to meet Yankee's schedule, although they expressed a willingness to try.

Following the presentations made by Yankee for the NRC, J. C. Turnage met briefly with Denwood Ross, Paul Check, Lester Rubenstein and Vernon Rooney.

At that meeting, Mr. Ross indicated the NRC's intent to review Vermont Yankee's methodology consistent with the schedules provided to the Commission.

It was pointed out that the content of the program (in terms of 1

method description and validation) appeared firm and that if Yankee accomplishes its objectives within schedule and with no major surprises, successful review by the NRC could be accomplished.

Mr. Turnage indicated that Mr. Ross' continued support of the review of Yankee methodology would be i

important.

An additional point was made by Mr. Ross, not directly connected with the BWR development program -- his support of the use of 50.59 determinations in reload licensing.

Mr. Turnage agreed with the desirability of such an approach and indicated that he would follow up with specific recommendations as to how utilities might accomplish this objective more effectively.

make very effort to do so.

The exclusion of a LOCA analysis from the licensing submittal is based on Yankee's belief that, because no new fuel types are involved in Cycle 9, the l

previous LOCA analysis will still be applicable.

1 Yankee summarized the technical content of their work in the areas of LOCA, transient analysis, and reactor physics. The following commitments or important comments arose from the ensuing discussion:

The NRC will want two additional TLTA test cases run for review of small break LOCA methods.

2.

Yankee will have to convince the NRC that TLTA data are sufficient to justify the YAEC CCFL model.

The NBC will require GE's formal approval for YAEC's use of the GEXL correla tion.

YAEC should extend their analysis of the Peachbottom turbine trip r

measurements to include the licensing basis transient documented in BNL-NUREG-26684.

The review of YAEC's fuel behavior methods has already been factored into the NdC's 1981 sheedule.

7.

YAEC should supply a more detailed description of the FIBWR code.

The adequacy of the present value for Safety Limit MCPR will have to be

The NRC has not yet approved the GE analysis which demonstrates that the mislocated bundle error is not a limiting event.

Therefore, this will have to be addressed in YAEC's submittal.

In order to approve YAEC's methods, the NRC will need a description of I

how those methods will actually be applied in a licensing situation.
