This report represents the action taken by the TMI
Program Office staff in the follow-up of the licensee's implementation
of the TMI-2 Radiation Protection Program. The basis for the inspection
items are derived from the licensee's quarterly progress reports (QPR)
(inclusion of the fifth QPR dated October 16,1980) and from NUREG-0640,

The latest QPR continues to reflect items that the licensee sbhedules to
be completed in the future. The attached inspection report delineates
areas of the radiation protection program that require additional action
to be taken by the licensee to finalize the TMI-2 Radiation Protection
Program and its implementation.
The attached report reflects validation of acceptable areas of implementation.
It a?so addresses these areas, open items, that require licensee management
attention. Of 47 individual licensee comitments made, 33 were considered

complete by the licensee, 3 require NRC action,-6 comitment dates have not
yet passed and 5 connitment dates have passed, but the comitted action is
not considered complete by the licensee. Of the 33 comitments considered
complete by the licensee, the NRC site staff has completed the implementation
review of the licensee's corrective actions on 18 of these items. A second
inspection is scheduled for the period of February 17, 1981, to March 17, 1981,
for the continued site staff implementation review.

Of the three items' identified as requiring NRC action, two involved approval

of the TMI-2 Radiation Protection Plan. The review of the plan has been
'
completed as of January 27, 1981, and has been approved pending resolution
[
of four minor comments. These connents have been forwarded to the licensee
and resolution is expected within the next week,

The third item concerned a proposed Technical Specification change to
expedite review of Radiological Control Procedures. The proposed change
has been withdrawn by the licensee.
In sununary, it remains necessary for the TMI Program Office . staff to
evaluate the licensee cleanup evolutions on a case by case basis to assure
that adequate considerations are given to radiation proter.cion. The TMI
Program Office staff will continue to review the QPR and perform a follow-
up inspection on progress made by the licensee in the implementation of an
acceptable radiation protection program.
