Dear Ms. Weiss:

This is in reply to your letter of April 2,1980 calling our attention to what you believe is an inconsistency between the text of the Report of the Special Panel on Three Mile Island Radiation Protection Program (NUREG-0640), the abstract and the executive summary.

The report, the executive summary and the abstract were written by the Special Panel and concurred in by its members.

There has been no direction by the Nuclear Regulatory Commission (NRC) as to the wording of either i tem. We have reviewed the report and discussed it with the Panel. The Panel agrees that the summary would be more accurate if the phrase you singled out was modified to read "...further improvements in the radiation safety program will be needed in order to support the major recovery effort."

The executive summary is not clear on this point.

Rather than rewrite the pertinent section of the report, we will transmit this letter as well as your April 22, 1980 letter to those who received copies of NUREG-0640.

In regard to your concerns over the licensee's " good intentions," NRC expects to closely monitor GPU/ MET ED's radiation safety activities in order to assure that the program is capable of supporting major recovery activities.
