On. July 2,1980 we.sent a letter to all boiling water reactor licensees requesting that a license amendment application be submitted to incor-porate new technical specifications to provide reasonable assurance that facility operating will be maintained within the limits determined accept-able following tha implementation of the TMI ' Lessons Learned Category

Your letter stated that Consumers Power Company has not addressed the STA technical specification because your position with regard to a long term program for the STA has not been finalized.
It is our position that a Technical Specification change as requested by our letter of July 2,1980 should be submitted promptly. Any future proposed modifications to the Big Rock-Point STA program, when approved, can be reflected in a further change to the Technical Specification. This subject it discussed in Item I. A.l.1 of NUREG-0737, "Clari fication of TMI Ac+. ion Plan Requirements".
Accordingly, you should fomard a proposed Technical Specification change related to the STA within 30 days of the receipt of this letter.
It is also o position that you shculd propose a Technical Specification This change that related to a System Integrity Measurements Program.

1 CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DFR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consuners Power Company on May 1, 196h, for the Big Rock
-Point Plant be changed as described in Section I below:

Add the folloving to the first sentence after..."s.gnal", "or on high radiation at either of two area monitors in the fuel storage area."
